submit to staging error

I am trying to submit a file to the staging after the store migration to 7.3.1 RHEL.The conflict screen pops which says the conflict type as "no conflict" and i am not able to submit it to staging.Tried submitting using the CLT but no luck.
Its happening only on this particular store.what might have gone wrong?

Are you sure the store is active (and not frozen)?
Are you sure that you (the person logged in) have the appropriate rights / roles on that branch?

yes Ghoti the stores are active and the yes the user has the appropriate access and roles on the branch.I even tried doing it with a master role but no luck.Not sure if i have to run the(iwacessmigrate),which i probably think is not needed because the store was migrated from 6.7.1 to 7.3.1.
