Need to assign permissions while localizing

This is regarding the localization we perform in the Teamsite using GCM. We are supporting multiple sites for different locales and languages. We also have different owners/authors for different sites. Now, whenever we localize any DCR or page from our parent site (EN_US), it gets localized and copied to the other locale sites at the same path. Our issue is that the permissions of the localized DCR or page which is being copied are still with the owners of the parent site (EN_US). The owner of that locale sites is not able to edit that DCR or page. The ‘edit’ link is grayed out. We need to manually change the permissions of the localized DCR or page.
Our Teamsite version is 7.2.1.
Has anyone did some customization or know any OOB process for localization in Teamsite to overcome this problem so that while localizing the DCR or page, while copying the DCR, it also assign the desired permissions depending upon the locale ?
Any help would be appreciated.

Are you on Windows or Unix?
Does the localization process submit the copied files or leave them marked as modified in the target branch / workarea?
