What is the exact use of target_task_name in EMail Notification task?

Generally it depends on the program being used to perform the notifications, however in most cases it means:

The former is more likely as most email notification tasks have only a single transition and thus don't really care about the name of the task to which they will be transitioning.Why is this being posted in the OpenDeploy forum?
