fetch out of sequence - DataDeploy issue

We deploy plain XML file (Not DCR) using attached DD config file. It works well when we have same single XML file.

Now, we have multiple XML files and when we try to deploy those using same DD config file, it's failing with error - "[size=4]fetch out of sequence"[/size]

After debug and as per link -

I figured out, the issue is with below line in DD config file,

[HTML]

delete from ilearning

[/HTML]

But when I delete this line and try to deploy same XML files again, it works well, but removed/deleted records from XML are not getting deleted from the Database.

Any help with possible solution would be appreciated.

That line shouldn't be required to remove the old records, if your delete tracking is working properly and there are no constraints preventing that operation. Post a log sample of a runthrough without it.
