CSS file not getting calling from page setting

Hi Techies,
I am observing strange behavior from .pages in SitePublisher, we have already associated 4 CSS files in page injected via page setting for each page. When the page is view sourced on actual live environment where page is hosted there I cannot see specific CSS (global.css) file but rest 3 are available under head section of rendered page.
I have done cache invalidation multiple times but in vain. Now I have updated page setting to reassociate that specific CSS file(global.css) twice on page and deployed to Production server then the head section started showing CSS link ref 2 times.
Can anyone tell how to solve this issue as I really dont want to manually update 500+ pages to reassociate (global.css) file and secondly there shouldnt be 2 calls for same file in page.

Have you added them to the enabled Resources by clicking the Down Key. Doing that moves the file from Available Resources to Enabled Resources. The very first time I did it, I forgot to do that.
