Can we create a workflow that contains a file and if its approved it will submit the file to another staging area on a different branch

As was mentioned - look specifically for documentation on updatetask - if you understand how tasks are defined and learn how to use an updatetask the rest of your issue should be easy for you to solve. If it isn't - please describe, in detail, what you are attempting to do, how you are attempting to do it, and what you are seeing as a result of your attempts to do it.
