how to enable segmentation on team site 7.3.1

I have installed Teamsite 7.3.1 (.NET) and am looking to create a segment under the Sitemap. But it doesn't seem to be enabled.

Can someone provide me guidance as to how to enable and use it on a site.

First thing to check is if your license has targeting enabled.

Check the license file. You would also see New Segment, New Rule, etc under the File menu in cc pro.

Second thing to check is the properties file for LSCS. In Java (content.properties), you need both lscs.enabled=true and lscs.rules.enabled=true. Presumably there's an equivalent file for .NET.
