Read the manuals (deployment guide and reference guide in particular) and inspect od-home/conf/test.xml

That is kind of a sketchy description. Perhaps you can take a class at Interwoven with their OpenDeploy product? I am assuming you are talking about writing new deployment descriptors and not rewrite the whole file transfer mechanism.
