Adding a tooltip to en dash in VisualFormat?

I've got an en dash displaying in visualformat however there is no tooltip, i can't make sense of the tooltip example in the VF dev guide.

Any guidance on adding a tooltip to indicate the en dash is an en dash is appreciated.
