TinyMCE and the ampersand encoding, it's breaking our URLs, any way to change that behavior?

We are undergoing user testing on our 6.7.2 upgrade to 7.4.2 and have encounterd issues with our legacy content that used the previous Visual Format. Now with 7.4.2 the TinyMCE edidtor is used. Our problem is what TinyMCE changes in our content. The & that lies within a URL a user has typed in within a text box that has TinyMCE will have been changed to & , thus breaking our link. We have been through the FormsPublsiher Guide, and also seached the forums on the TinyMCE site. We are doing the instructed changes to the file custom_config.js. We have tried "encoding" set to XML as well as "entity_encoding" set to 'numeric', 'named', and 'raw' but still get the same results. Curious if anyone knows a setting in TinyMCE that will allow all characters to not be encoded?

TinyMCE isn't doing it -- your browser's HTML edit mode is. It's not configurable and it's also strictly correct behaviour per the w3c.

Why is the encoded ampersand breaking your links? It shouldn't be...

My company uses Epiphany Markeitng Software to run it's email campaigns for tracking. The Epiphany software takes some funky URLs with URL tracking verbage, ticks, and just an unconventional URL structure. It reads the funky URL, then re-codes it to a more standard URL but now keeps track of it. It's this system that requires the ampersand not be encoded. I'm reaching out to our admins that deal with that software to see if they can get the applicaition to accpet the encoded ampersand. In the mean time I was hoping there was some trigger to make TinyMCE spit out the code non-encoded. Visua Format on our older system apparently did, we have no problems using that.

I just went back to do some testing with our old DCTs that used VFE, and noticed that the behavior we're expierecing is happening in VFE. The difference is that we were able to have the VFE as an external setting instead of inline, so the users were skipping opening the VFE and pasting their code in directly, thus bypasing the VFEs attept at encoding the ampersand. In reading the Forme Developer pdf it shows invoking Tiny MCE with 'external-editor-inline="f" ' in the call to the editor, but when when I try this it still loads in the DCR inline, thus making it not possible to paste in the code and not have it encode. Is it known if you can use Tiny MCE not inline? Does anyone have TinyMCE with this external setting versus inline?
