Howdy!

We have dozens of data capture forms that share common elements. How can we reuse (non-JavaScript) code without duplicating it in every DCT?

You could use a server-side inline callout to insert common DCT elements.

Actually, now that I think about it, if the common DCT elements are static, this is probably inefficient. Perhaps you could set up an automated system (using a Perl script, or "make", or m4) to generate your DCT's for you, using common DCT elements.

There is not currently a facility for DCT's to inline-insert DCT elements from an external file, other than the inline callout.
