Chinese Characters showing as ??

TS 7.3.2

Windows 2008 R2 64 bit

Authors are having issues with some Chinese Characters (Simplified). The Site has utf8 encoding on the metadata but for somehow the HTML is not rendering correctly the characters .

They are rendering as ??.

Check the browser's settings - some browsers don't do a good job of honoring the meta directives

Check alternate browsers too (e.g.: Firefox, various versions of IE, etc.)

The issue that Im seeing is when the XSL using the url:ecoded function. Is this a correct way to handle the 2 byte characters? when I use it it causing issue
