Issue in Staging Area ownership in Teamsite

I am using Teamsite 7.3.2 version in windows 7. From last 2 days we are facing issue in staging area ownership(Ownership is disabled) and it is not allowing me submit any files for the particular branch. Please provide us any sollutions.

Windows 7 is, I belive a client OS, not a server OS - are you saying you installed TeamSite on a client OS?
TeamSite 7.3.2 is rather old, and almost certainly was not [officially] supported on Windows 7 (even if it is a server OS)
Have you checked, using CLTs like iwattrib, who the owner of the branch is? and who the owner / group(s) assoociated with the branch and/or workarea are? Chances are these may be SIDs representative of no-longer existing accounts / groups - if so, you would need to use the iwidmap CLT to map such SIDs to currently-existing accounts / groups
