is there a Teamsite Lite version for individual users so that they can play around? I have seen a post where nipper suggested that we need to become a partner (5k per year). Is it Rs. 5k? or $5k?

No there is no developer version. You would have to talk to a sales rep about what you have to do to beocme a partner. Not certain what the going rate is now.
