Is there an ability to search the text of the latest and previous version comment of all files in Teamsite?

I don't know if there's an OOTB solution for searching all the comments of all the files, but iwrlog will allow you to look at all the comments of a single file - so you could throw together a script to traverse the files (in a branch or all branches[*]) to find what you're looking for.
([*] if traversing multiple branches, make sure you just go down the STAGING area of each branch and not the WORKAREA or EDITION areas)
