iwuser -d -loc E::**** re-adds user

I have a user I need to completely remove from TeamSite including this entity db. His Entity ID is (let's say) 121.

I execute iwuser -d -loc E::121 followed by an iwreset

Then I query his user id

iwuser -q NetworkID and I get

\Interwoven>iwuser -q NetworkID
UserNetworkID
    Entity ID 122
    Aliases:
        Windows SID S-1-5-21-689070220-1107580126-1008150880-122673
        Windows account name NetworkID
    No related groups.
(No properties)

Can someone explain what is going on here?

Is the user in tsusers.xml?

Try stopping JBoss first.
