Placing intercepting page after Teamsite login and before getting logged in main page

Hi All,
We would like to have intercept (disclaimer page) page to be displayed between Teamsite login and before getting logged in main page.

We understand from devnet portal we need to customization in below file

Copy - $iw-home/httpd/webapps/content_center/teamsite/common/start.jsp

to - $iw-home/local/config/lib/content_center/customer_src/web/teamsite/common/start.jsp
Edit the required change in this file and then redirect the request to /command/iw.ui.

But the same is not working.
If we hit the URL as https://<servername>/teamsite/common/start.jsp - its opening.

Help suggest the approach for the same. thanks.

Doesn't it require a build after making the changes in iw-home/local/config/lib/content_center/customer_src/web/teamsite/common/start.jsp?
