PDF and HTML View different

Hello,I am trying BIRT,however, I found that the PDF result of report is different in the design with HTML viewer, I tried to print 30,000 lines for print,the PDf over 800 pages,but the HTML just get over 20 pages,have some body meet same thing?Do any one know how to fix that?

Please try Fit to Whole page when print as PDF.
