Weblogic 8.1.3 and Birt2.2.1

i deployed the a web application with birt2.2.1 on Weblogic 8.1.3 ,the error is,

[Deployer:149033]preparing application bicms on portalServer
[Deployer:149033]failed application bicms on portalServer
[Deployer:149034]An exception occurred for task [Deployer:149026]Deploy application bicms on portalServer.:
Exception:weblogic.management.ApplicationException: prepare failed for bicms
Module: bicms Error: Could not load bicms: java.lang.StringIndexOutOfBoundsException: String index out of range: -1
.
BTW,i deployed the same web application on tomcat 5.5 successfully.I must using weblogic8.1.3 as my application server,Could someone help me?
