Report Group Pagination

I have developed a report using BIRT 2.2.2 that has two groups. The
highest level group is Year, and the sub-group is Service. I am "hiding"
the detail Service rows and I am printing summary Service information in
the group header. I am printing summary Year information in the group footer.

All of the report elements are included in a single table. For a Year,I
can define a Page Break either before or after. Also, I can define a Page
Break interval for the table, but this only works when printing individual
data rows which I am "hiding".

Is there a way to implement interval pagination based upon the Service
group? I don't want to define a Page Break before or after each Service
group.
