Master Page in a Library

Hi,
I am new to BIRT.
We have a project with some reports.
It was made by a subcontractor and now I'm responsible for it.
We have a designed master page in the library.
In all the already made reports, when I change the master in the library I can see it in the reports.

BUT, when I created a new report, i can't attach the master page from the library to it.

I am using BIRT 2.3

Please advice,

I added in the XML extends from the Master of the library.
But how do I do it without going to the XML?
