Building Synamic BI CrossTab report

We have a requirement in cross-tab report whereby
1) Dynamically we would build a query
2) At runtime we need to shuffle between rows and columns of the report
and the measures should reflect accordingly
3) We need not save the report instead generate and display the report
output in whichever format desired by the end user viz. html, pdf, ...

Since data bindings are based on the result of you query, you will likely either be dynamically building the report design (rptdesign) or you will be modifying the report design based upon the query using the BIRT Design Engine API (DEAPI).

I don't quite follow what you mean by "shuffle between rows and columns of the report".
