Dynamic CrossTab report

We have a requirement in cross-tab report whereby we need to create a report:

1) Dynamically we would build a query at the runtime.

2) At runtime we need to shuffle between rows and columns of the report
and the measures should reflect accordingly

3) We do not require to save the report instead generate and display the report output in whichever format desired by the end user viz. html, pdf, ...

can we achieve this using BIRT Reports. If yes, can you provide the steps to resolve this issue.
