Location of DTD

I'm getting a validation error when I try to save a DCR that says it can't find the DTD. It's looking in c:\winnt\system32 (not where the DTD is located). The DTD is in the same directory as the DCT. That is also my current directory. The DCT was generated from the DTD (in the same directory). How do I give the location of the DTD in the DCT so it can find it during validation?
