Is it possible to filter the rows of a table after generation of report(that is after previw).

Out of the box, BIRT does not have this capability. You could custom build this add-on feature using the BIRT engines. However, Actuate has build an interactive viewer already that can do sorting, grouping, filtering, etc. after the generation of a report.
