Customizing the title of the Parameter dialog

Hi,
After looking and searching the web, we've discovered that we can change the title of the parameters dialog window by changing it in Messages.properties file that is located in viewservlets.jar

I have two questions:
1. How can I set BIRT so it will look for a file that is not in the jar library?
2. Is there a way to give the title parameters (so I will use {0})?
I saw that there are some properties that do have parameters.

Is there any way doing that without extracting the viewerservlet.jar file?
