Missing Permissions - trying to config launch pad

Any one seen (and resolved) this issue?
LaunchPad does not have all the permissions it needs:
Cannot read user information on the local machine. LaunchPad cannot operate.
java.security.accessControlException - access denied (java.util.PropertyPermission * read,write)

Several possible issues that I can think of:
1) when the dialog poped up when the user first tried to download a file from TeamSIte they may have pressed "no" on the accept dialog for the applet (which requires special permissions to read and write files on the local machine).
2) There are special security settings for the java vm in IE that are stopping the applet from reading/writing to the local filesystem (check and see what setting IE has under tools->Internet Options ->security ->Custom Level -> Java VM. I have it set to High security and it is fine)
3) check and see what the local temporary directory setting is under Edit->Launchpad Preference. The local user needs to have permissions to create/read/write from that local directory.
If you have not already tried to do so, try enabling the java console to see if there are any more indicators as to what might be the problem.
