Report Parameter Formatting is not being passed to dataset parameter

I have formatted a date report parameter to be MM/dd/yyyy. When I view the formatting in the Edit Report Parameter mode it shows that the user entry is changed to the formatted value. But this formatted value is not being passed to the dataset parameter. The dataset is getting the value the user entered. Is this a bug? Is there another way to convert the entry value to the correct formatted value to be used by the dataset parameter?

The version of BIRT I am on is 2.2.2
