XMLNamespacePackage xmlNamespacePackage = XMLNamespacePackage.eINSTANCE;
EClass eClass = XMLTypePackage.eINSTANCE.getXMLTypeDocumentRoot();
What does this mean to BIRT ?

I believe these are Eclipse EMF calls. BIRT uses EMF to manipulate chart models.
