How do I find and download BIRT Report Engine 2.1.3?

Hi. I have been trying to find and download the Birt Report Engine 2.1.3 to be able to run reports on my WAS v6.1. I have heard that this is the only version that will work. ( I am using RBD v7.1.0.2, EGL, and WAS v6.1) Can someone point me to the right place to download this?
