Taking over a task from someone else...

Hi,
Who has permissions to take over tasks in a workflow?
E.g., Let's say that Joe Foo has a task assigned to him. Let's say that he's out for the day and Jim Mgr wants to perform it because it's time critical to get the site updated. What permissions are necessary for Jim Mgr to take over the task and perform a transition to the next step?

I believe Jm Mgr needs to be either the 'owner' of the job or a TeamSite Master - and then they can make use of the Job Admin option from within the To Do List to re-assign (or take over) the task - or use CLTs to do the same, but then you're building your own UI (which may or may not be a plus)
