If you are using the BIRT Engine to produce report files (PDF, XLS, HTML, etc), then you can write a Java class that uses the JavaMail API to send those files.
Otherwise, for out-of-the-box email functionality for reports, try the iServer Express.

Yes, iServer Express is a product you have to purchase. Basically, it is a report server you can integrate into your application to generate and distribute secured BIRT reports, in this case, via email, but otherwise out to the browser, or as an overnight batch.
