onPageBreak() for the table

I need help BIRT report using onPageBreak().
I am using BIRT 3.2.0 version
Situation is :
First my aim is to generate PDF using BIRT.
I have two dynamic tables in a page using dynamic data from the Database. Let tables be (ONE, TWO).
If ONE table get list of data from the database that fits to the page by one less record, i.e, Two table header detail can be displayed in the same page.
for the Table TWO repeateHeader property is true.
So the headerpart again prints in the next page.
Requirment is :
i need to display header of Two table only when i have atleast one Row.data can be displayed in the same page. Else i need to start display data with header in the next page. (Simply to say i need to hide the header content in the previous page, where no room to display records in that page).

I'm not sure there's a good solution to this problem as of yet. I'd have to look into it, but if the amount of lines in the first table can be figured, you may be able to force a pagebreak in script if it's over a certain value. Even if that did work, it wouldn't be perfect either. Always using a page break after the first page may be the best solution for this as of right now.
