upgrade to 2.3

I am trying to upgrade to latest birt. We were using the older version before.
We have a call like this to validate the data types

DataUtil.validate which did not have the TimeZone parameter

Now with the latest birt, its complaining about this method not being compatible with the latest. Should I just use the local TimeZone ?

I guess this is validating the types? Do I have to use this method or When do I need to use this method?
