BIRT Localization

Hi.
I want to change BIRT's screen variable's language.
For example; " Processing,please wait "
I created a file named Messages_fr.properties in my viewservlet.jar
but it doesn't UTF-8 charset.
Some character and pdf export file isn't showing properly by browser Please help.
