Does BIRT support CSS page breaks?

I found the page-break style option and expected it to translate to a "page-break-after:always" CSS style. But right now it seems to be doing nothing at all when I generate an embedded HTML report.
Does the page break option only work for PDFs, or something? Or am I doing something wrong?

Oh, I needed to set htmlRenderOptions.setHtmlPagination(true). Ignoring my page breaks in HTML seems like a weird default behavior, though.
