Configuring database at runtime

Is it possible to...
1) Obtain the database connection information for a report from a configuration file at runtime.
or
2) Pass the database parameters to the report through a URL at runtime so the user sees it.
or
3) Any other options to pass the database parameters (user name, password, etc) at runtime so the embedded version can be overridden.
How do most people approach this problem?
