encoding on drill-through links

We have an Oracle portlet that calls our BIRT 2.2.1 report. The label on top of each column heading in the report is a drill-through that calls the same report and sorts the data based on the parameters passed back to the report. All of this is working with Java 1.5 and Tomcat 5.5. The URLs created by the drill-through are encoded with %2F.
We upgraded to Java 6 and Tomcat 6.0 and we converted the report to 2.3.1. Now the drill-through links do not work. They URLs are now encoded with %5C. The report still works outside of the portlet environment, but does not work inside the portlet environment.
Any thoughts are where to start on this problem?
