Both of these servers support a basic set of functionality like scheduling, distribution, and security of BIRT reports so the functionality will mostly be the same however there are some differences.
The iServer Express is intended for a single server (Windows and Linux only) and is perfect as a turn-key report service for small-medium sized user bases and is preconfigured with optimal settings for this usage.
The iServer Enterprise is for larger applications and supports many more platforms like Solaris, AIX, etc, and scales to 100,000s of users. This can also be clustered together to support multiple machines and applications and has many more tuning configurations to support the enterprise usage.

One more note after I read your question again... Both versions support the options like ad-hoc reporting with BIRT Report Studio... and end-user personalization with Interactive Viewer option.
