Report Design

I'm trying to work out how to produce the attached report in BIRT.

I have attempted a crosstab report but it seems that you cannot add column headings to the row dimension - without alignment issues. (I took this approach b/c the outlets in the report can be dynamic - that is, they can change been reports).

Can anyone offer any suggestions? Any help will be greatly appreciated. Thanks.
