Custom Parameter Page - Actuate BIRT

Hi,
I could find details to create a custom parameter page under the topic
"Tips on building a custom parameter page".

My understanding is custom parmeter page can be created only in web. I am using Actuate BIRT 2.2.2. I can able to create a report, library or a template not the project or web project.

Please let me know if we can create a custom parameter page in Actuate BIRT 2.2.2. If so please provide me the steps to be followed to create a simple parameter page.
