Use background Image in PDF report

Hello,
I have a huge jpg image that I want to set it to the background in a pdf report. The report is 8.5x11in letter size, and I want the image to just fit the entire page.
The image file is big. It's 3300x2550. If I just put the filename in the "Background image" property, I will only see a "corner" of the image on the report because the image is too big and it seems BIRT cannot automatically resize it.
Therefore, I have to use an image editor to resize the image. But there is still a problem. Even I make an image which exactly fits the size of 8.5x11in page, it is still bigger than the report. I found BIRT stretches its background image anyway so I have to make the image smaller than the page. As a result, my image looks "fuzzy."
Is there a better way to set the background?

What version of BIRT are you using? Can you attach the image file so I can try with it?

I want to put this on a 11x8.5in PDF page, but it's "too big."<br />
Therefore I resize it to bkSmall.jpg.<br />
bkSmall just fits the PDF page, but the words at the bottom, the address and phone, become "fuzzy."<br />

I think I'm using BIRT 2.3.2 on Eclipse 3.4.2. I also used a trial version of BIRT Report Designer Pro, which I downloaded a month ago from BIRT Exchange website.<br />

This issue seems to be resolved in the latest milestone of version 2.5. The larger image fits perfectly on 11x8.5 and is very clear.
