Problem with Encoding

I live in Brazil and our pattern encoding is ISO-8859-1. This causes error when I tried to call a report through URL, like this <a class='bbc_url' href='http://server:port/reports/frameset?__report=test.rptdesign&param=ãêíõú'>http://server:port/reports/frameset?__report=test.rptdesign&param=ãêíõú</a>, because of the special characters.<br />

I'm looking on various places but not found nothing yet about this.<br />
How could I solve this problem?
