Install BIRT on WebSphere 6.1

Has anyone had any luck installing Birt on WebSphere 6.1 with Java 2 Security switched on? I can get it to run with Security switched off, but it fails when security is switched on with many security exceptions. Altering my was.policy file to give the relevant permissions seems to have no effect.

Is there a trick that I'm missing or am I flogging a dead horse?
