Report Parameter Localization from rptlibrary

I'm using BIRT 2.2.1
Has anyone seen an error where if you create localized report parameters in a rptlibrary and try to run the report then in a different language, the localized report parameter text, seems to always seems to end up English but the localized values in my static list box are being correctly translated...
Now the only way I could get the static list box values to be translated was to add their translations into the .properties file of the report and not of the report library.
I tried this with the localization of the whole parameter text and that didn't seem to work.
Let me know if what I'm saying is gibberish or if any of you all have seen this.

I have a basic example zipped up here if anyone wants to look at it,
If you set your preview to French then run it the text box will say french but the require parameter will say DEFAULT DEFAULT, when I want it to say FRENCH FRENCH.
Now this is just a trivial example that I'm trying to get to work so I can extrapolate to the reports that I have that are currently not show localized parameter text.
I have an example that I was trying to get to work.
I've attached it.
