Chinese Parameters in List box not appearing

I have a basic report using the default Database and I have two issues:
First (in the images I've attached).
The left image is BIRT 2.2.1 all-in-one. The parameter isn't taken from and translated from the localization file. (I couldn't find this issue in the bug list either so it may be a config problem.) The translated list box values are shown as squares and I don't know where to set the font on parameters to a unicode value.
Second image (same file but to the right)
The right image is BIRT 2.3.2 all-in-one. The parameter is correctly taken from the file but my translated list box values are incorrect. They appear as squares.
Any help would be greatly appreciated. The reason I have this problem is I have a bunch of reports written for BIRT 2.2.1 (a bit more complex then the one attached) that are not rendering in Chinese.)

The report is chinesereport with the locality of Chinese(China) zh_CN

I noticed the listbox containing chinese characters from the parameter page with the boxes only happens only happens in IE and doesn't in Chrome or Firefox.
Anyone know if there is a special language pack needed to get those BIRT list boxes to render unicode correctly? I can't figure out how to set the font of the list boxes, it may be just that I need to set them to that Arial Unicode font. I don't think you can set the font of listboxes in parameters though.
As far as the translations not being transferred I think its a bug that was fixed from 2.2.1 -> 2.3.2 somewhere inbetween. Does anyone know where I'd go to look at a total list of the bug fixes?

RESOLVED:
Since it was fixed in 2.3.0 I upgraded all the reports to fix the issue to 2.3.2 incase I missed any other patches....
The boxes in the dropdowns appears to be just an issue with my IE. I hope to reinstall IE 7 and try again.
