Formatting data just as rendering!

Hi
As you may know some kind of data (like date) have to be formatted differently in some languages.Like in persian we use yyyy/mm/dd as date formatting.
I have to write (somehow) some formatters to change my (for example) date data to a special format.I know that I should do this just when the data will be rendered and viewed but if it gonna be processed or changed or used in other part of reports,it should be a simple date object!
One way I've thought is to write eventhandlers for report items to change the values in onCreate action.Is it a good solution?Do I have to consider the performance issues?
