Customize "Medium Time"?

I'm looking for a *locale-aware* way to format times w/o seconds.

IOW, for __locale=en_US I'd like to see an output like:
"1:32 PM"

And for __locale=en_GB:
"13:32"

Any tips/tricks?

I ended up writing a Java TableHandler to scan for Data Item's that use "Medium Time" and adapting the format pattern on the fly. Gets the job done...
