upgrade birt framwork 2.1.3 to 2.3

Hi

i am using birt 2.1.3 framework, i need to updated birt 2.3.

i have downloaded birt framework 2.3.

while try to replace new eclipse plugins its not woking .

using 2.1 i have done some reports its not working and also i can,t create new reports also.

please provide steps to upgrade birt 2.1 to 2.3

Note through eclipse i have tried but is not upgrading.

when i try to replace new plug-ins i got this error

while opening eclipse
unable to read workbench state. workbench UI layout will be reset.

report design option also not available in eclipse

please tell what i am missing here.
