Repository in Actuate BIRT?

Does Actuate BIRT work on the basis of a Repository? If yes, when do we create a Repository? This point struck me when I was going thru the following statement on "http://www.birt-exchange.org/wiki/Overview_-_View_BIRT_Reports_with_the_Actuate_Viewer/" :

When viewing a report document you are looking at data that is stored in the repository from the previous report run.

Actuate BIRT has the ability to open report designs directly from the file system, from an Eclipse project, or from the Actuate iServer repository.
